Gibraltar Licensing Authority, a British Overseas Territory on the Iberian Peninsula’s southern tip, spans just 26 square miles. Its low taxes and absence of VAT make it a prime location for online gambling companies seeking to establish themselves. Online gambling significantly boosts Gibraltar’s economy, alongside tourism and financial services.
The Gibraltar Licensing Authority (GLA), in partnership with the Gambling Commissioner under the Ministry of Finance, regulates the sector following the Gibraltar Gambling Act of 2005.
The GLA sets high standards for obtaining a license, targeting blue-chip companies with a solid gambling history in other jurisdictions. However, it remains open to startups with adequate funding and the requirements. Currently, only 46 companies hold a Gibraltar license, reflecting the authority’s preference for a small, high-quality list that fosters a competitive market.
The GLA’s mission focuses on providing fair, secure, and transparent regulated facilities. It emphasizes player protection and social responsibility. The authority imposes strict guidelines on advertising, prize money payments, Anti-Money Laundering, and Responsible Gambling. Applicants must present a clear business plan, robust policies, and transparency in funding sources.
They should also demonstrate how they will contribute to Gibraltar’s economy. The GLA strictly prohibits anyone with a criminal background or association from applying. Moreover, independent test houses must certify remote gambling operators and their products as compliant with regulatory standards.
For complaints, players should follow the Gambling Commissioner’s guidance, initially addressing the operator directly unless the issue involves severe misconduct. To file a complaint, one must complete and sign a Complaint Resolution Request Form, then email it to gccomplaints@gibraltar.gov.gi. If the complaint concerns UK-based remote gambling, operators licensed in both Gibraltar and the UK must adhere to UK regulations.
Gibraltar licenses fewer operators compared to other jurisdictions, emphasizing quality over quantity. The GLA website lists these companies, providing links to the brands they operate.
The GLA mandates that all operators enable players to self-exclude and set limits on deposits and gambling time. Unfortunately, there’s no unified system for excluding oneself from all Gibraltar operators simultaneously.
